The National Pay Commission has formally recommended a comprehensive revision of the pay scales for government employees, introducing a framework that promises significant salary increases and improved benefits compared to the existing structure. According to the Commission’s proposal, the minimum basic salary would be set at BDT 20,000, while the maximum would reach BDT 160,000, effectively doubling the current top-end salaries for senior officials. The recommendations also emphasise maintaining existing allowances and other benefits.

The Commission has retained the current 20 pay grades while designing the new scale. Under the proposal, officers in the 20th grade would receive a basic salary of BDT 20,000, translating to a total monthly remuneration of approximately BDT 42,000 for employees residing in Dhaka when allowances are included. Senior-most officials, including secretaries and cabinet secretaries, would see their basic salaries rise to BDT 160,000, nearly twice their present remuneration.

Significant adjustments have also been proposed for allowances. The traditional Boishakhi allowance, currently at 20 per cent, is recommended to increase to 50 per cent. Furthermore, transport allowances would be extended to employees from the 10th to 20th grade, expanding the current coverage that begins at the 11th grade.

The Commission has also recommended major enhancements for pensioners. Those receiving a pension below BDT 20,000 per month could see increases of up to 100 per cent. Pensioners in the BDT 20,000–40,000 bracket would be eligible for a 75 per cent increase, while those receiving more than BDT 40,000 could expect a rise of 55 per cent.

Commission Chairman and former Finance Secretary Zakir Ahmed Khan confirmed that the report is in the process of submission to the Principal Adviser. He described the proposed pay scale as “progressive and realistic,” designed to improve the welfare of government employees substantially.

Currently, nearly 1.5 million government officers and staff are compensated according to the 2015 pay scale. Once implemented, the new pay structure is expected to significantly enhance the income and living standards of civil servants, with positive implications for the broader economy and social stability.
